Cartel fine totals declined across the world. The most significant drops were occasioned by the world's leading enforcers: the United States, where the Department of Justice imposed only two corporate fines during its fiscal year, totaling a mere $96 million; and the European Commission, which imposed fines totaling $927 million. These fine totals are among the lowest ever for these regimes....
