China proposes rules for digital virtual-human services

( April 3, 2026, 09:01 GMT | Official Statement) -- MLex Summary: China’s cyberspace regulator has released draft measures to govern digital virtual-human services, aiming to promote healthy development and standardize their use. The proposal requires providers to safeguard personality rights when using sensitive personal data of real individuals for modeling, image generation and scenario creation, while respecting intellectual property and business ethics. It also sets out compliance requirements for organizations and individuals offering such services, including obligations tied to content and service standards. Providers with public opinion influence or social-mobilization capacity would be subject to algorithm filing and security-assessment requirements.
