Paint pigment maker DCL Holdings USA Inc. has moved to convert its Chapter 11 bankruptcy case to a Chapter 7 liquidation, telling a Delaware bankruptcy court that it has no operating assets and that its remaining funds would best be used to satisfy priority claims.
