Exiled Chinese businessman Guo Wengui was arrested on Wednesday at his home in Manhattan, over allegations that the purported billionaire operated a $1 billion multifaceted fraud scheme that preyed on investors in a media company he founded with former Donald Trump adviser Steve Bannon.
