The special receiver for a bankrupt mining company has urged the Fourth Circuit to reverse a West Virginia federal judge's March ruling that granted a win to environmental groups by barring the receiver from transferring to third parties a mining permit for a coal site formerly owned by Patriot Coal Corp.
