The Eleventh Circuit upheld an injunction finding Florida's institutionalization of children with complex medical conditions violated the Americans with Disabilities Act, ruling in a split opinion that a lower court mostly didn't abuse its discretion with ordering reforms.

An attorney representing Florida told the Eleventh Circuit on Wednesday that a lower court's order to revise the system of institutionalizing children with special needs is "almost quixotic," citing a nationwide shortage of nurses, as well as other reasons why parents may be unable to care for their kids at home.
