    A Manhattan federal judge has blocked New York City from enforcing a new ordinance prohibiting Uber and Lyft from "deactivating" drivers without formal notice and investigation, saying the ride-hailing companies have made a strong showing that the regulation unconstitutionally interferes with their contractual rights.
