The R&R (Doc. 86 ) is adopted in part and rejected in part, as set forth in this Order. Defendants' Motion for Summary Judgment (Doc. 74 ) is granted as to Counts I, II, III, IV(a), IV(b), IV(d), and V, and as to Count IV(c) against Pima County. Defendants' Motion for Summary Judgment (Doc. 74) is denied as to Count IV(c) against the individual Defendants, including on qualified immunity grounds.
