A California federal judge on Thursday kept alive allegations that a federal agricultural drainage project is illegally polluting waters and threatening fish and wildlife, ruling that a permitting exception may not apply because contaminated discharges could be originating from places where farming doesn't occur.

A federal judge on Friday refused to toss a suit brought by California conservation groups against federal and regional authorities over the continued discharge of polluted agricultural drainage water into the San Joaquin River and San Francisco Bay-Delta.
