A California federal judge refused Thursday to preliminarily approve Oclaro's $15.25 million deal to end a proposed securities class action challenging the optical-components maker's $1.8 billion merger with Lumentum, telling Oclaro's counsel the deal represents less than 10% of potential damages and "I don't bargain with you."
