But those involved in the program say the Trump administration hasn't taken any steps to run the program.

Circuit panel expressed skepticism Tuesday that nonprofits challenging the Justice Department's termination of immigration court assistance funding could simultaneously have standing to bring their case while also keeping it out of the Court of Federal Claims, where a district judge effectively sent it in July.
