ORDER GRANTING MOTIONS TO DISMISS by Judge Stanley Blumenfeld, Jr.: Defendants' motions to dismiss the FAC 111 , 112 are granted, and Relator's claims are dismissed on the merits with prejudice. Relator in its opposition conclusorily sought leave to amend if the Court granted the motion. At the hearing, however, it requested more time to explore whether amendment would be futile, and, after doing so, it confirmed that "it does not intend to seek leave to file [a] Second Amended Complaint."
