Because plaintiffs have failed to allege RICO standing and amendment would be futile, plaintiffs' RICO and RICO conspiracy claims are DISMISSED with prejudice. Because t he Court declines to exercise supplemental jurisdiction over plaintiffs' remaining state law claims, and because it lacks jurisdiction over plaintiffs' declaratory judgment claims, those claims are DISMISSED without prejudice.
