TEXT ONLY ORDER signed by District Judge Lynn Adelman on 8/17/2026. Under Federal Rule of Civil Procedure 4(m), the plaintiff must effectuate service on defendant(s) within 90 days of filing the complaint. The complaint in this case was filed on 5/14/2026, over 90 days ago, and defendants have not been served. Nor does it appear that plaintiff, who is proceeding pro se, has presented a summons to the clerk for signature and seal, to be served on defendants with the complaint. IT IS ORDERED that plaintiff must complete service on defendants and submit proof of that service to the court by September 17, 2026 or the court will dismiss this action without prejudice. Along with this order, the clerk will mail plaintiff a copy of the Eastern District's Answers to Pro Se Litigants' Common Questions, which includes some guidance on how to serve defendants.
