MEMORANDUM AND ORDER OF COURT indicating that, for the reasons set forth, Defendants' Motions to Dismiss the Second Amended Complaint (Docket Nos. 130 , 134 , 136 , 138 , 142 , 144 , 146 , 148 , 151 , 157 , 179 ) are GRANTED, and Plai ntiff's claims are DISMISSED WITHOUT PREJUDICE. Additionally, 185 Plaintiff's Motion for Leave to File Third Amended Complaint is GRANTED, although Plaintiff is not permitted to file the proposed Third Amended Complaint attached to his m otion. Instead, if Plaintiff wishes to file a Third Amended Complaint to address the pleading deficiencies addressed in the Court's Memorandum, he shall do so by 10/16/26, in which case Defendant(s) shall respond by 11/16/26. If Plaintiff does not file a Third Amended Complaint by 10/16/26, this case will be closed. Additionally, as Plaintiff is being given leave to file a Third Amended Complaint, 169 Plaintiff's Motion to Supplement Jurisdictional Record is DENIED AS MOOT.
