The Court finds no manifest error of law or newly discovered evidence and therefore the Motion to Reconsider (ECF No. 121; Memorandum in Support, ECF No. 122) is DENIED, except the Court withdraws footnote 7 of its Order (ECF No. 117 at 11) because, upon review, that finding was not necessary to decide the motion that was before the Court.
