I defer ruling on Eliyahu Babad's application to practice pro hac vice because it fails to include a signature subscribed and sworn before a notary public or clerk of court. See ECF No. 3 at 4. Counsel is advised to correct this deficiency then file an amended petition using the "Notice of Corrected Image/Document" event to link it to the existing filing by August 17, 2026. Failure to amend by that date will result in denial of the petition.
