Alternatively, to the extent Plaintiff's Motion could be construed as a motion pursuant to Fed. R. Civ. P. 60, it fails to meet the criteria for such relief as Plaintiff fails to state a substantive basis for vacating the Court's prior dismissal with prejudice. To the extent Plaintiff seeks to vacate or modify the prior dismissal, Plaintiff shall file an appropriate motion to vacate under the Federal Rules of Civil Procedure, supported by a detailed certification and letter brief setting forth a legitimate basis to do so supported by sufficient facts and law. Finally, to the extent Plaintiff seeks to seal the Motion, (ECF No. 243), Plaintiff must file an appropriate motion to seal pursuant to this Court's Local Civ. R. 5.3.
