As it stands currently, the Court cannot find that "the moving party is without fault in creating the crisis." Mission Power, 883 F. Supp. at 490-91. For the reasons explained herein, the Court DENIES Portal's Application. Nevertheless, the Court sets the matter for a preliminary injunction hearing. To the extent Portal wishes to supplement their moving papers, they may file supplemental briefing and/or exhibits no later than August 7, 2026. To the extent that defendants wish to supplement their filings, they may do so no later than August 14, 2026. Portal's reply, if any, is due August 21, 2026. The Court then sets a preliminary injunction hearing for September 4, 2026, at 1:00 p.m., subject to a change in the time. (lom)
