IT IS FURTHER ORDERED that the defendants' motions to dismiss [ECF Nos. 15 , 28 ] are GRANTED. This action is dismissed without prejudice.
IT IS FURTHER ORDERED that the Loya's request for judicial notice [ECF No. 16 ] is granted in part as set forth in this order.
IT IS FURTHER ORDERED that Loya's motion to stay [ECF No. 17 ] is DENIED as moot.
