The United States having declined to intervene in this action, the Court ORDERS that Relator's complaint be unsealed and served upon Defendants; this Order and Government's 28 Notice of Election to Decline Intervention to be served upon Defendants after service of the complaint, with all other pre-dated contents to remain under seal. The seal is lifted as to any entries made after the date of the this Order. Should Relator or Defendants propose that this action be dismissed, settled, or otherwise discontinued, the Court will solicit the written consent of the United States before ruling or granting approval.
