TEXT ORDER: Because criminal matters take priority on District Judges' dockets and are increasing in post-conviction complexity, civil cases face scheduling constraints and delayed resolution. United States Magistrate Judges, however, do not preside over felony criminal trials. As a result, parties who elect to proceed before a District Judge will likely experience a longer time to trial or final resolution than similarly situated parties who consent to disposition by a Magistrate Judge. Parties retain the right to have their civil cases adjudicated by a District Judge and may withhold consent without adverse substantive consequences. Given the undersigned's docket, the number of civil jury trials that are likely to be conducted before the undersigned, and the need for as prompt a resolution as possible in this case, the court finds that referral of this case, including all pretrial matters and any cross-memoranda filed by the parties in support of judgment, to a United States Magistrate Judge for approval and final disposition is appropriate, with any appeal thereof to be directly to the Fourth Circuit. Accordingly, the parties shall advise the Clerk of Court of any objection to referral of this matter to a Magistrate Judge for final disposition on or before August 12, 2026. Failure to object to such referral shall be deemed consent to referral and the court will enter an appropriate order. IT IS SO ORDERED.
