Because pro se Plaintiff Cheongsiatmoy cannot represent the interest of County of Los Angeles, the Court now also DISMISSES the County of Los Angeles' claims without prejudice. Because the remaining parties to this action have filed a stipulation to dismiss the action as they have settled, the OSC hearing set for June 26, 2026, is vacated, and the OSC itself is discharged.
