Findings & Recommendation: Plaintiffs' Second Cause of Action should be DISMISSED. Plaintiffs' challenges to the 1986 Land Use Plan Amendment and 1992 Three Rivers RMP should be DISMISSED for lack of standing and because they are moot. Plaintiff WWP should be DISMISSED for lack of standing. COWHC and WWP's challenges to the 1986 Land Use Plan Amendment, the 1992 Three Rivers RMP, and the 2005 Steens Mountain CMPA RMP should be DISMISSED as time barred. Defendants' Motion for Judgment on the Pleadings 65 should otherwise be DENIED. Plaintiffs should be given leave to file an amended complaint that - to the extent that they are able to do so - addresses the shortcomings identified herein.
