The court accordingly modifies the May 5, 2026, minute order as follows: The National Marine Fisheries Service shall serve the administrative record on the other parties and file the administrative record index by August 3, 2026. The Bureau of Ocean Energy Management shall share a draft administrative record index with the parties by August 3, 2026. The Bureau of Ocean Energy Management shall serve the administrative record on the other parties and file the administrative record index by August 17, 2026. Plaintiffs and Intervenors shall file any motions related to the completeness of the administrative record by August 31, 2026.
