   OPINION & ORDER for 91 Report and Recommendations, I ADOPT Magistrate Judge Stein's Report and Recommendation in full. Thus, DSS's motion to dismiss is GRANTED. Leave to amend is DENIED. See Harty v. W. Point Realty, Inc., 28 F.4th 4 35, 445 (2d Cir. 2022) ("A dismissal for lack of jurisdiction without leave to amend is not the same thing as a dismissal with prejudice." (internal quotation marks omitted)). This Complaint is dismissed against all remaining defendants a s I lack jurisdiction under the Rooker-Feldman doctrine and the domestic abstentions relation doctrine. The Clerk of Court is respectfully directed to terminate this case and close all pending motions. I certify under 28 U.S.C. § 1915(a)(3) t hat any appeal from this order would not be taken in good faith, and therefore in forma pauperis status is denied for the purpose of an appeal.
