Judge Allison D. Burroughs: MEMORANDUM AND ORDER entered
1.The Application to Proceed without Prepayment of Fees and Affidavit [ECF No. 2] is GRANTED.
2.The complaint [ECF No. 1] is DISMISSED 28 U.S.C. § 1915(e)(2)(B)(i).
3.Plaintiff is ENJOINED from filing any further pleadings or requests for relief (in any form), or any new civil actions, that assert matters alleged in his prior litigation in this Court arising from the towing of his vehicle or the dismissal of his previous litigation concerning the towing of his vehicle. If Plaintiff seeks to file papers of this nature in this district, he must file a written petition seeking leave to do so. The petition must contain a copy of this Order, together with the papers sought to be filed, and a certification under oath that there is a good-faith basis for the filing. The Clerk of Court shall accept the documents, mark them received, and forward them, for action on the petition to a judge of this Court authorized to act on matters on the Miscellaneous Business Docket of the Court. Plaintiff is not enjoined from effecting an appeal from this Order. A copy of this Order shall be distributed to the Clerk of Court. Plaintiff is specifically instructed that any failure to comply with these requirements may result in additional sanctions, including monetary fines and punishment for contempt of court. (PSSA, 4)
