ORDER dismissing Plaintiff's Complaint 1 with leave to amend. "Pro se submissions are reviewed with special solicitude, and 'must be construed liberally and interpreted to raise the strongest arguments that they suggest.'" Matheson v. Deutsche Bank Nat'l Tr. Co., 706 F. App'x 24, 26 (2d Cir. 2017) (quoting Triestman v. Fed. Bureau of Prisons, 470 F.3d 471, 474-75 (2d Cir. 2006) (per curiam)).After review, even construing the pro se Complaint liberally, the Court cannot discern the facts or causes of action underlying Plaintiff's Complaint 1 . A district court may dismiss a case filed in forma pauperis if it determines that "the action or appeal... is frivolous or malicious; [or] fails to state a claim on which relief may be granted." 28 U.S.C. § 1915(e). Here, the Amended Complaint fails to state a claim on which relief may be granted. Plaintiff alleges that dozens of Defendants, including prominent American business people, politicians, and their families, major American businesses and brands, several police departments, the Rothschilds, the "Iphone," the Kardashians, and others are in some way conspiring to harm the Plaintiff. Plaintiff asks for $1 trillion dollars, that the United States Government be abolished and that Plaintiff be awarded "the Monarchy," and that all Defendants "be abolished" and "receive the death penalty." Plaintiff's Complaint is therefore dismissed sua sponte with leave to amend. Because Plaintiff is proceeding pro se, Plaintiff may file an amended complaint that complies with Rule 8 of the Federal Rules of Civil Procedure on or before August 13, 2026. If Plaintiff fails to file an amended complaint by this date, the court will direct the clerk to close this case. Signed by Judge Sarah F. Russell on 7/14/2026.(dl)
