MINUTE ORDER (text only): For good cause shown, the Court GRANTS the Parties' stipulated motion to extend their response deadline to show cause. Dkt. No. 40 . Defendant's deadline to file a response to the Court's order to show cause is CONTINUED to September 24, 2026, and Plaintiffs' and the States deadline to file any reply is CONTINUED to October 1, 2026. Defendant's motion to dismiss, Dkt. No. 13 , is RENOTED to October 1, 2026, so that it may be considered with the Parties responses to the Court's order to show cause. Because the Court believes it may lack subject-matter jurisdiction, the Court STAYS discovery in this matter while it considers the Parties' responses to its order to show cause and Defendant's motion to dismiss.
