ORDER. For the reasons below, Plaintiff's Amended Complaint 16 is dismissed. On May 12, 2026, the court dismissed Plaintiff's Amended Complaint with leave to amend on or before June 11, 2026 for failure to state a claim. ECF No. 13. On June 10, 2026, Plaintiff requested additional time to file his Second Amended Complaint ("SAC"), which the court granted on June 11. On July 14, 2026, Plaintiff filed his SAC."Pro se submissions are reviewed with special solicitude, and 'must be construed liberally and interpreted to raise the strongest arguments that they suggest.'" Matheson v. Deutsche Bank Nat'l Tr. Co., 706 F. App'x 24, 26 (2d Cir. 2017) (quoting Triestman v. Fed. Bureau of Prisons, 470 F.3d 471, 474-75 (2d Cir. 2006) (per curiam)).After review, even construing the pro se SAC liberally, the Court cannot discern the facts or causes of action underlying Plaintiff's SAC 16 . A district court may dismiss a case filed in forma pauperis if it determines that "the action or appeal... is frivolous or malicious; [or] fails to state a claim on which relief may be granted." 28 U.S.C. § 1915(e). Here, the SAC fails to state a claim on which relief may be granted. Plaintiff's SAC, which names dozens of unrelated defendants including individuals, institutions, and government bodies, is a series of difficult-to-follow statements that appear to relate to a wide range of events in the Plaintiff's life. These include court cases, workplace grievances, interactions with the police, accounts with financial institutions, a change in the date of his dental appointment by "Premier Oral Surgery of Connecticut," and various other incidents. The court cannot discern any connection between these events, intuit any cause of action therein, or see how the requested relief relates to those causes of action.Plaintiff's Second Amended Complaint 16 is therefore dismissed sua sponte without leave to amend.
