MINUTE ORDER: The Court is in receipt of Plaintiffs' 24 Opposition to Defendants' 22 Motion for Relief from Duty to File Answer and From Local Rule 7(N)(1). Upon consideration of the parties' submissions, Defendants' 22 Motion is DENIED. Nothing in the Federal Rules of Civil Procedure or Local Rules of this Court supports Defendants' argument that an Answer is not required in an Administrative Procedure Act case. See LCvR 7(n)(1) ("In cases involving the judicial review of administrative agency actions, unless otherwise ordered by the Court, the agency must file a certified list of the contents of the administrative record with the Court within 30 days following service of the answer to the complaint or simultaneously with the filing of a dispositive motion, whichever occurs first."). Accordingly, Defendants shall file an Answer, or otherwise respond to Plaintiffs' 1 Complaint, on or before October 16, 2026. Defendants shall file a certified list of the contents of the administrative record with the Court on or before November 16, 2026. See LCvR 7(n)(1).
