EO: ORDER DIRECTING THE PARTIES TO SUBMIT A STIPULATION
  On August 8, 2023, this Court issued a temporary restraining order. See Order Granting in Part and Denying in Part Plaintiffs' Motion for Temporary Restraining Order and Preliminary Injunction, filed 8/8/23 (dkt. no. 66), at 90-91, available at 686 F. Supp. 3d 1034. The temporary restraining order was subsequently converted to a preliminary injunction. See Joint Stipulation to Convert Temporary Restraining Order to Preliminary Injunction and to Stay Further Proceedings in the District Court Pending Appeal, filed 9/6/23 (dkt. no. 80). The portion of the injunction enjoining Hawai`i Revised Statutes Sections 134-9.1(a)(4) and 134-9.1(a)(9), 686 F. Supp. 3d at 1076-77, was reversed pursuant to the Opinion issued by the Ninth Circuit Court of Appeals on August 10, 2026. See dkt. no. 102 at 10, available at 2026 WL 2291925. The Ninth Circuit issued its Mandate on September 1, 2026. [Dkt. no. 105.]
  Pursuant to an entering order filed on August 25, 2026, [dkt. no. 103,] Plaintiffs Jason Wolford, Alison Wolford, Atom Kasprzycki, and Hawaii Firearms Coalition ("Plaintiffs") and Defendant Anne E. Lopez, in her official capacity as the Attorney General of the State of Hawai`i ("the State"), filed letter briefs on September 1, 2026 and September 8, 2026, respectively, addressing whether any further briefing is necessary to address the remaining issues in this action in light of the Ninth Circuit's Opinion. [Dkt. nos. 104 (Plaintiffs' letter brief), 107 (the State's letter brief.] Having reviewed the parties' letter briefs, this Court determines that further briefing is not necessary.
  The parties are ORDERED to meet and confer to discuss whether they will stipulate to a final judgment in this action. If the parties reach an agreement, this Court DIRECTS Plaintiffs to submit the parties' stipulation by October 5, 2026. The stipulation must be submitted to kobayashi_orders@hid.uscourts.gov for review and approval by this Court.
  If Plaintiffs fail to submit the stipulation by October 5, 2026, this Court will set a status conference to discuss resolution of this action with the parties.
