TEXT ORDER: After reviewing the letters from the parties concerning petitioner's transfer (ECF Nos. 5, 6), I conclude that unknown custodian exception is appropriate and that the Petition was properly filed in petitioner's last known location, the District of New Jersey, against his more remote custodians, the United States Attorney General and the Secretary of the Department of Homeland Security. Respondents shall proceed as directed in the self-executing order dated September 22, 2026, (ECF No. 3), with the modification that they shall transport petitioner back to New Jersey if he is to be released.
