MEMORANDUM AND ORDER. The Superintendent's disposition in Complaint No. 2025-00661 is inconsistent with Section XI of the Agreement. Accordingly, the Court vacates the Superintendent's disposition in Complaint No. 2025-00661, and remands the matter to the Commonwealth and the PRP to reevaluate Lieutenant Gonzalez's recommendation consistent with this Order and the Agreement.
