TEXT ORDER DENYING 17 Motion to Clarify Screening of Complaint. Before the court is ATF Agent Wayne D. Moores Motion to Screen Complaint. The court has screened the complaint and entered an order to issue process. As for the statute of limitations defense mentioned in the motion, since that is an affirmative defense, generally it is not a basis for the court to sua sponte dismiss a complaint at the 1915 screening stage.
