MINUTES (In Chambers) Order (1) DENYING Plaintiff's Motion for Preliminary Injunction [Dkt. 17], (2) DENYING Plaintiff's Request for the Appointment of a Three Judge Panel [Dkt. 36], and (3) DISMISSING Plaintiff's Complaint With Leave to Amend by Judge Kenly Kiya Kato. For the reasons set forth above, Plaintiff's Motion and Request are DENIED because this Court lacks jurisdiction over Plaintiff's claims. Accordingly, Plaintiff's Complaint is DISMISSED with leave to amend. No later than fourteen (14) days from this order, Plaintiff shall file a First Amended Complaint. If Plaintiff chooses to file an amended complaint, Plaintiff shall lodge as an exhibit a redlined version of the amended pleading indicating all additions and deletions of material.
