REPORT AND RECOMMENDATION: For the reasons stated, IT IS RECOMMENDED that 2 Petition for Writ of Habeas Corpus filed by Umidzhon Dadabaev be GRANTED and that Respondents be ordered to RELEASE Dadabaev from their custody within 48 hours under conditions sufficient to ensure his participation at future removal proceedings. IT IS FURTHER ORDERED that Respondents must release Dadabaev in a public place within the Western District of Louisiana and must notify his counsel of the time and place of release no less than three hours prior to his release from custody.
